To become an Academy Teacher you must be a Chuunin and be Approved by your Hokage. Teachers will simply teach there students the directed jutsus there suppose to learn and have the students preform the test on graduation day. The teachers as well as a Mod or Admin will decide if you pass the test or not. The test will always change for each new graduation.
